MotionCorporal Punishment of Young PeopleConference notes that:• Research clearly shows that corporalpunishment of children is ineffective as aform of discipline, legitimizes violence andmay have long-lasting effects on the selfesteemand mental health of individuals.• There is growing public support forprotecting children and reforming the law onphysical punishment of children.Professional support for this measure is nearunanimous.• The UK must be brought into line with theUnited Nations Convention on the Rights ofthe Child (Article 19), ratified by all themember states of the Council of Europe andthe European Social Charter (Article 17).• Sixteen other European countries havealready passed laws to protect children fromphysical punishment.Conference believes that:• Children, who are among the mostvulnerable in our society, have the right tothe same protection under the law on assaultas any adult.• Reforming the law has an important part toplay in changing attitudes and encouragingparents to use effective, non-violent methodsof discipline.• Law reform must be accompanied by apublic education campaign about thedetrimental effects of hitting children andalternative positive parenting methods and acommitted investment in family services tosupport parents.Conference therefore calls for legislation to banall physical punishment of children, a publiceducation campaign on positive methods ofdiscipline and an increase in universallyavailable services to support parents withpositive parenting.Debated amendmentFollowing on from section "Conference believesthat;"Delete:"Reforming the law" from second bullet pointand replace with "Education."In third bullet point delete:"Law reform must be accompanied by " andreplace with "We require"In final paragraph delete;"legislation to ban all physical punishment ofchildren"Which would then read;Conference therefore calls for a public educationcampaign on positive methods of discipline andan increase in universally available services tosupport parents with positive parenting.Uncontested amendmentAdd after 'family services to support parents':At the same time, as socialists we recognise thatpoverty, lack of support networks and cuts incouncil services all increase the pressures onparents and make it mor! e difficult to live up tothe models of good parenting. We shouldtherefore challenge all attempts by New Labourpoliticians to scapegoat poor parents over thisissue and in all our publicity, should highlightthe need for services which address the material,social and emotional needs of parents, primarycarers and children, particularly in deprivedareas.

When do "smacks" lead to "Belts" and where do draw that imaginary line in the sand between "hurt" and "injuring" a child!

Well I'm 16 years old and my parents spanked me when i was a child and i didn't feel like it was abuse. It was my consequence. It didn't lead me to a drug-addicted, violent life. i atcually think that it's made me more self disciplined and i have respect for them. it isn't abuse when applied in the correct manner or when controlled. but smacking a child for something stupid is just wrong. i fully understand my parents intentions and i am glad they did it.

If you smack an adult you get hauled up in front of a judge. yet you think it should be legal to smack a child?.I do not understand the logic. at least an adult can smack back a small child is helpless against the smacks of adults.where do you draw the line? I have kids I have no recourse to ever smack them. Smacking only serves to make an adult feel more in control gives them power. well there are better ways to have good behavior from your child and keep their love and respect at the same time

Criminalising parents for smacking a child will only drive the problem underground where you cant control it, and such a law would be hard to enforce and difficult to uphold.

The answer to that of course is corporal punishment of adults. Robert Heinlein had it right. A short, sharp shock can be very beneficial when nothing else works.

adults get away with a lot of outrageous things also, but who disciplines them? If jails and the army and other parts of society do not use corporal punishment why should schools and parents. corporal punishment is used to "modify and correct" the behavior of children, but what's used to correct the behavior of the parents
